Fiscal Year Memo #2026-06: Office of the Comptroller’s Fiscal Year 2026 MMARS and HR/CMS Chargebacks
This memo provides guidance and information regarding two of the Office of the Comptroller’s (CTR) three chargebacks for Fiscal Year 2026:
- The MMARS chargeback to support the operation of the financial accounting and reporting system for the Commonwealth; and
- The HR/CMS chargeback to support the payroll and HR operations of the Human Resources / Compensation Management System for the Commonwealth.
- For Fiscal Year 2026, the MMARS chargeback rate increases by 6%. There is no increase in the HR/CMS chargeback rate from the preceding fiscal year.
The Fiscal Year 2026 chargeback will be billed at $4,556,136. The Fiscal Year 2026 HR/CMS chargeback will be billed at $2,442,905. The attached spreadsheets have the breakdowns for your reference.
